    (1) An application for registration under section 9 shall be made not less than one month before the date from which the dealer becomes liable to pay tax under the Act.

    [(2) In the case of a dealer to whom sub-section (2) or sub-section (4) of Section 4 applies and who is unable to make an application within the time allowed by sub-rule (1), an application for registration may be made not later than 15 days from the beginning of the [month] immediately following a period not exceeding 12 months during which his gross turnover [**] first exceeded or again exceeds.     Provided that the delay in securing registration in a case falling under this sub-rule shall not be deemed to constitute a contravention of sub-section (1) of Section 9 read with clause (a) of sub-section (1) of Section 25]

    [(2-A) In the case of dealer to whom sub-section (6) of Sec. 4 applies, and application for registration shall be made not later than 15 days from the date of his liability to pay tax under the Central Sales Tax Act, 1956.]

    [(3) An application for voluntary [provisional] registration under section 9-A, [9-C] may be made at any time of the year.]

    [(4) (i) An application for registration shall be made by a dealer to the Sales Tax Officer in Form II and shall be signed by the proprietor of the business, or, in the case of a firm, by; one of its partners or, in the case of a Hindu Undivided Family, by the Karta or Manger of the family, or in the case of a Company by a Director managing agent or proprietor, ad the case may be or in the case of a department Government, by an officer authorised by the Head of the Department, or in the case of societies registered or deemed to be registered under the Odisha Co-operative Societies Act, 1962 by the Chairman, or, in the case of any other association of individuals by the Principal Officer managing the business and shall be verified in

    Mr. V. Narasingh born on 19th January, 1967 at Berhampur. He is the son of Late Justice V. Gopala Swamy, retired Judge, Orissa High Court and Mrs. V. Dharmamba, retired Assistant Inspector of Schools (OES-II) and grandson of Late Sri V. Koneti Rao, Vice Principal of Khallikote College, Berhampur. Married to Ms. V.     He worked as a part time Law Lecturer in M.S. Law College.

    He joined the Bar in the year, 1989. Started his practice in the office of Senior Advocate Sri Bhaktahari Mohanty, noted Civil Lawyer and thereafter worked as an understudy of noted service law exponent Sri G.A.R Dora, Senior Advocate.

    Worked as Additional Standing Counsel and Additional Government Advocate , Government of Odisha.He functioned as Additional Standing Counsel (Commercial Tax) and worked as Additional Retainer Counsel of CBI. He was appointed as Additional Central Government Standing Counsel in Central Administrative Tribunal, Cuttack Bench, Cuttack.

    He is the recipient of Haricharan Mukherjee Memorial Gold Medal for the year, 2004 for outstanding performance and maintaining high standard of professional ethics as a Lawyer.

    He was one of the first batch of lawyers chosen by the High Court of Orissa to undergo Mediation training in the year, 2008 in the East India Regional Intensive Mediation Training Programme at Ranchi.

    He was an empanelled Arbitrator and Mediator of the High Court of Orissa and was nominated as amicus curiae by the High Court of Orissa to conduct criminal cases.
