    Head of government of the Province of Sindh

    The chief minister of Sindh (Sindhi: وزيراعلي, Urdu: وزیر اعلىٰ—Wazīr-e Aʿlá), is the elected head of government of Sindh and serves alongside the Chief Secretary. Syed Murad Ali Shah is the current Chief Minister of Sindh, serving since 26 February 2024.

    The chief minister is the head of the provincial government alongside the Chief Secretary. The Chief Minister of Sindh is elected by the Provincial Assembly of Sindh and is the leader of the provincial Legislature. The office of Chief Minister is located in Karachi, the capital of the Sindh province and is known as the CM Secretariat.

    Eligibility

    The Constitution of Pakistan sets the principle of qualifications which one must meet to be eligible to the office of the Chief Minister. A Chief Minister must be:

    • a citizen of Pakistan
    • should be a member of the provincial legislature.

    The Chief Minister is elected by a majority in the provincial legislative assembly. This is procedurally established by the vote of confidence in the legislative assembly, as suggested by the majority party who is the appointing authority.

    Highest judicial institution of the province of Sindh

    The High Court of Sindh (Urdu: عدالتِ عالیہ سندھ) (Sindhi: سنڌ ھائي ڪورٽ) is the highest judicial institution of the Pakistani province of Sindh. Established in 1906, the Court situated in the provincial capital at Karachi. Apart from being the highest Court of Appeal for Sindh in civil and criminal matters, the Court was the District Court and the Court of Session in Karachi.

    History

    On 21 August 1926, the Sindh Courts Act (Bom. VII of 1926) was passed into law-making provision for the establishment of a Chief Court for the Province of Sindh. On the coming into operation of Part III of the Government of India Act, 1935, on 1 April 1937, Sindh became a separate Province and the Judges of the Court of Judicial Commissioner of Sindh were appointed by Royal Warrant by the British Government.

    At the time of establishment of the High Court of West Pakistan the number of the Judges of the Karachi Bench was almost the same but subsequently it was increased to 15 and on separation of Sindh & Balochistan High Court's 12 Judges were allocated to the Sindh High Court and 3 Judges to Balochistan High Court. The present approved strength of Judges is 28. However, the number of Judges appointed is 24.

    Building Complex

    The construction of existing main building was commenced in 1923, at an estimated cost of Rs. 39,75,248 but it was completed on 22-11-1929, at actual cost of Rs. 30,35,000. This building which was meant for 5 Judges with some provision for expansion in 1929 is now accommodating Benches in, Court Rooms and 18 Judges in Chambers. Some Judges have to hold Courts in Chambers. Besides, it also provides accommodation for the offices of the Attorney-General, Deputy Attorney-General, Federal Shariat Court of Pakistan Registry, Advocate-General, Sindh, Additional Advocate General, Sindh, Assistant Advocate General, Sindh and High Court Bar Library.     Pakistani justice (born 1963)

    Ali Baqar Najafi (born 15 September 1963) is a Pakistani jurist and a senior Judge of the Lahore High Court since 16 April 2012 and member of Administration Committee of Lahore High Court.

    Early life and Education

    Justice Ali Baqar Najafi was born on 15 September 1963 in Lahore, Punjab, Pakistan. He graduated from Government College University Lahore before completing his LLB from University Law College Punjab University in 1989. He practiced law for 23 years in Lahore High Court and Supreme Court of Pakistan. While practicing, Justice Najafi also taught various law subjects, including Public International Law.

    Career

    In 1989, he started his legal career as an advocate High Court and continued on to become the advocate of Supreme Court of Pakistan.

    He was a faculty at Punjab University Law College, Lahore for twelve years. He also taught in private law colleges for eighteen years. He also served as internal and external examiner for University of the Punjab.

    LAHORE: A Lahore High Court two-judge bench on Thursday sent a petition of Pakistan Muslim League-Nawaz (PML-N) vice president Maryam Nawaz seeking the return of her passport to the chief justice as one of its members recused himself from the matter.

    The petition came for hearing before the bench comprising Justice Ali Baqar Najafi and Justice Muhammad Anwarul Haq Pannun.

    Pakistani jurist and former caretaker chief minister of Sindh

    Maqbool Baqar (Urdu: مقبول باقر) is a Pakistani jurist who has served as the Chief Justice of the Sindh High Court and as a justice of the Supreme Court of Pakistan. He is the former the CaretakerChief Minister of Sindh who served in this position from 17 August 2023 till 27 February 2024.

    Early life and education

    He was born on 5 April 1957 in Karachi, Sindh, Pakistan. He finished his LLB from the University of Karachi in 1979.

    Judicial career

    He began his judicial career as an advocate in the Sindh High Court (SHC) in May 1981. He was elevated as an Additional Justice of the SHC on 26 August 2002 and was confirmed as a Justice of the SHC on 26 August 2003. He was appointed as the Chief Justice of the SHC on 20 September 2013 after the retirement of the previous Chief Justice, Mushir Alam. Due to his judgements in terrorism cases, Baqar was targeted by Lashkar-e-Jhangvi, a banned terrorist group, in a bomb explosion on 26 June 2013. Due to injuries suffered in the attack, he had to go through months of rehabilitative surgery. He was elevated to the Supreme Court of Pakistan on 17 February 2015.

    In the Supreme Court, Baqar wrote many important judgements. One of these judgements was the one for the case of Asif Ali Zardari vs. National Accountability Bureau (NAB), which held that NAB had exceeded its powers in its investigation of former President of Pakistan Asif Ali Zardari. He also wrote the dissenting note in the case of Qazi Faez Isa vs. Federation of Pakistan, where he held that the presidential reference against Justice Qazi Faez Isa was politically motivated.

    He retired from the Supreme Court on 4 April 2022 and became a visiting professor at the University of Karachi.
